Squid ships with a resolv.conf trigger script which should make Squid
reconfigure and pick up the change whenever it changes.

Please repeat the test you did above, but using "-k reconfigure" instead
of restart. To make sure that Squid does pick up the change when
reconfigured.

Then please check for a file /etc/resolvconf/squid3. If you find there
is none,  please check in /etc/resolvconf.d/.  This .d/ folder is the
wrong location for it to be.

Updating tags and title. This is not related to any particular client
software.
