I can confirm this still happens in Ubuntu 10.10 x86 with all of the available updates (as of April 1, 2011 at 2100 UTC). I have a third panel which I added to the right side of the screen, and that started it for me. However moving the panel to any other location does not fix this issue. I haven't tried deleting the panel though.
