Public bug reported:

Binary package hint: mplayer

While converting some videos in rmbv format with DeVeDe and winff the
frequency scaling on the cpu got stuck on the setting "OnDemand" in the
lowest frequency, but does not respond to high loads and can't override
the setting to "Performance" or any other choice.

This problem persist until next cold boot but makes impossible to use
full CPU frequency on video encoding/decoding.

Tried to inhibit automatic idle state and the same thing happened. Hope
this report is usefull. TIA
