@intuited: thanks for your workaround.  For others I'll just just note
that it seems also necessary to do something like this after making the
change:

 sudo service rsyslog restart

and I had to change "MCP" to "CPU" to match the messages I was seeing:

in /etc/rsyslog.d/10-mcp-power.conf
 :msg,contains,"intel ips 0000:00:1f.6: CPU power or thermal limit exceeded" ~
