it doesn't seem that way to me because sometimes it happens from just
installing something, just logging in after logging out, logging in from
a suspended state, restarting, updating, and logging in from a cold boot

also for people who haven't looked up what the polkit is for "defining and 
handling the policy
that allows unprivileged processes to speak to privileged processes" so 
something is happening when gaining or dismissing a privilege to cause this
