Public bug reported:

Setting the Windows key to switch to an alternative layout doesn't work
anymore on a freshly installed natty using the /home from maverick.

Steps to reproduce (at least for me):
1) Set USA as primary keyboard layout, Deutsch (Deutschland) as second
2) Set "Any Windows Key" to switch the layout (while pressed)
3) Test it - pressing the key makes the current input field lose its focus. 
Nothing appears in the input field when other keys are pressed. In Maverick, 
while holding the key, the alternate layout was activated.
