MTU is calculated to take into account the initial MTU for the "carrying
device", or which actual physical device is used to establish the VPN
connection, then substracts the actual payload required for the VPN
encapsulation. As such, for most VPNs a MTU of 1480 is the highest you
could have with the standard physical device MTU of 1500.
In other words, this is not a bug but expected behaviour, coherent with
how VPNs work by encapsulating data in further headers and trailer
sections, thus adding size to the packets (which means the size of the
encapsulated packet needs to be smaller). Marking this bug report as
Invalid.
