Same issue here and I'm using the main reposity instead of a local mirror. People are getting this error because wine1.3 should have been uploaded about 24 hours before to ensure that it has succesfully built, before a new metapackage is pushed into the archive.
Also, cases of switching upstream tarball are preferably handled by a separate source package whose only role is to depend upon the latest version.
