Public bug reported:

Binary package hint: gtk-qt-engine

The scroll up (or left) button(s) above (or beside) scroll down (or
right) are not there in GTK apps, as they use to be (by default, at
least) in KDE ones. This is not friendly to the user because he uses KDE
apps this way by default (and it is good to give the user this option os
using scrollbars) and, to him (supposing he doesn't know about what is
GTK or KDE apps), it is there in some apps and, in other ones, it's just
not.

** Affects: gtk-qt-engine (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
