This behaviour is to allow the user to get behind the launcher. The
issue here is that it is non-reversible. The correct behaviour is for
the launcher to slide back out if the user moves the cursor out of the
Launcher area. This resolution is already in Launchpad and will
hopefully land for Natty, so I am closing this bug as a dupe.
