I didn't say IT had. I said _I_ had/have. If _I_ (who run apt-get update/dpkg 
-i package.deb or whatever) have a controling tty which is a network tty, then 
NetworkManager should NOT restart.
The startup isn't the problem. It's the shutdown. It will take down any/all 
network it configured/took up when it terminates. THAT'S why this bug is here. 
I lost connection with the machine when NetworkManager shut down...
