Scale has no keyboard shortcuts by default, though it should come up
when you click in the very top right.
If you're still having this problem, can you hit alt-f2, run 'gconf-
editor', navigate to /apps/compiz/general/allscreens/options, then
double click on 'active_plugins' and check the list? 'scale' should be
listed in there, if not adding it should help.
If scale's loaded in active_plugins, can you navigate to
/apps/compiz/plugins/scale/allscreens/options, and check initiate_edge
and initiate_edgebutton? initiate_edge should be TopRight and
initiate_edgebutton should be '1' (setting it to 0 activates scale in
the top right without clicking).
