solved by building language packs from source and installing all of them with
dpkg in one command.
# apt-get -b language-pack-en language-pack-en-base
# sudo dpkg -i language-pack-en_{Build}.deb language-pack-en-base_{Build}.deb
If others neads to be updated or says there are conflicts, build them
too, and add them to same dpkg command.
If package doesn't build try
# sudo apt-get build-dep {Package}
