I confirm this. However, I managed to reproduce this only when, after
switching workspaces, one opens a new maximized window on the new
workspace e.g. nautilus and then comes back.
Full steps for reproducing:
1) Press F11 in Firefox
2) Press Ctrl+Alt+Right arrow key to move to new workspace
3) Select Nautilus from launcher. Wait for it to open.
4) Switch back to the old workspace.
