The launcher icon is a taskbar icon + application launcher. And, the intended
behavior by design is to group all windows of a single application under 1
launcher icon. Then how can we fix this bug? The current behavior 1) meets
design specs and 2) is easy to use. We sure cannot differentiate between 2
clicks happening:
1) to focus the download window
2) To open up a new window of Firefox.
