Bug could be reproduced in Synaptic 0.70 in Ubuntu 11.04 beta 2 also. A package is listed in "Not installed (residual config) section". Marking the package for "Complete removal" does not activate the "Apply" button. But adding some other install/removal task activates the button and the task of purging config files is also performed.
It is not possible to purge the residual configs without an additional install/removal task.
