If you change the default printer with system-config-printer by right-
clicking and then choosing "Set as default" you get a pop-up window
which allows you to choose either to set the printer as system-wide
default or as personal default. To get ~/.cups/lpoptions file with the
default printer setting you have to choose to set the printer as a
personal default.
