hplip-3.11.3a.run installs from the source code. It automatically adapts
everything to your system, like paths to Python directories. Binary
Debian packages are not so flexible, they have everything readily fitted
to one specific distribution version, especially also Python paths of
the Python version being actually used in that distribution version.
Therefore binary packages of a newer Ubuntu version cannot simply get
installed on an older version. The right way in your situation is the
installer from HP, hplip-3.11.3a.run.
