Looking in VarLogDistupgradeMainlog.gz, it appears that several packages
failed to be updated and not only python-numpy.

In VarLogDistupgradeTermlog.gz, the following excerpt shows that the deb files 
were considered corrupted:
dpkg-deb: `/var/cache/apt/archives/pxljr_1.1-0ubuntu7_i386.deb' is not a debian 
format archive
dpkg: error processing /var/cache/apt/archives/pxljr_1.1-0ubuntu7_i386.deb 
(--unpack):
dpkg-deb: 
`/var/cache/apt/archives/python-appindicator_0.0.19-0ubuntu4_i386.deb' is not a 
debian format archive
dpkg: error processing 
/var/cache/apt/archives/python-appindicator_0.0.19-0ubuntu4_i386.deb (--unpack):

It seems likely that your ubuntu mirror had corrupted packages at the
time of your upgrade from 8.04LTS to 10.04LTS.
