Mark commented on bug #741699 that he likes the current behavior of the
launcher. But he didn't state whether the tooltips should come or not.
Right now if the dash is opened with the individual places icons, then
the launcher tooltips come even when the dash is open. But if the dash
is opened from the BFB without hovering over any launcher icon, then no
tooltips come. This is inconsistent and hence is a bug.
The design team needs to decide whether the tooltips should come or not,
and then the appropriate behavior should be implemented consistently.
Right now in Unity we have half of both worlds.
