Public bug reported:

The toshiba T230D's wireless won't turn on in linux if it is disabled in
windows. If it's disabled the Fn + F8 key combination does nothing, and
right clicking on the network-manager applet tells you that wireless is
disabled but you can't turn it on. It's dimmed. (this is better than
ubuntu 10.04 where enable wireless was an option, but if you tried to
turn it on it would turn off straight away again with a popup that
wireless is disabled)

Booting into windows 7 and turning the wireless on, then returning to
ubuntu works fine until you want to turn it off to save battery power,
getting on aircraft, etc.

Using the Fn + F8 key combination does nothing, and right clicking on
the network-manager applet then clicking enable wireless (to disable it)
does in fact turn it off on the software side of things (you can't see
any APs for example) but the hardware light is still on and powertop
still reccomends that wireless be turned off (to save power).

So in short, the only way to disable/enable it is via the software in
Windows 7 (Toshiba's flash cards support utility) that displays the
function keys on screen. To turn on or off in windows one needs to hold
down Fn and press F8 once to display the on-screen toggle and once again
to actually activate the toggle.

I was hoping the recent BIOS Update to 1.70 might allow for things like
wireless to be turned on or off at the BIOS or whilst booting windows
but this is not the case :(. All other Fn keys on the toshiba
(brightness up/down, volume up/down, mute, suspend, hibernate, etc) all
seem to work fine. It's just the wireless toggle that is not
functioning as it should.

If any more information is required please let me know. I'm new to bug
reporting and this is my first bug report.
