This is not the behavior that I see here.  If a --only-explicit run dies
in the middle, xdeb has to regenerate the build sequence; but it also
detects any .changes files already made available in the build
directory, and marks those packages as "done" in the sequencing.  Can
you provide an example, with log, of what it is you're seeing?
