A similar thing happened to me. I went straight from Dapper to Feisty Beta. The cpu governor works properly out of the box, but the default behavior is different.
>From what I gather, Dapper used powernowd, but Feisty uses kernelmode governors. powernowd defaults to ignoring nice'd processes in its load calculations. The kernelspace gov doesn't.
