Another way of improving this in the future would be to set the mtime of the cache to be the same as the file it's caching. That won't help with update for anyone who installed their system before that fix enters the distro though, so I still think the easiest and most effective way of fixing it for now, is to add a "touch" in the postinst of all wallpaper packages.
