The Workspace Switcher icon in the Unity bar cannot be moved. Icons
below the Workspace icon can be rearranged but not move above the
Workspace icon. Additionally, icons above the Workspace icon can be
rearranged, but not moved below the Workspace icon. This limits
customization of the unity bar.

+ - A user should be able to re-order all launcher icons to any other location
on the Launcher. This includes Workspaces, Dash Lenses and the Trash.
