We version cluefiles, but don't make use of that information. We need a
way to make sure that we don't load a cluefile that the current version
can not deal with.

Proposal:
 * ship versioned schemas in bughelper-data
 * read clue file version out of clue file
 * use the CLUE_FILE_VERSION to determine if we're compatible or not.
  - incrementing the second number means additions we will simply ignore
  - incrementing the first number means breakage, so we can't use that clue file
