This was already fixed in the first release of maverick.

- When we changed bzr's lp: lookup to use production, we found that lp-
- propose can't use production yet, and we don't know why yet. We're
- reverting that one file and will track the progress of moving it away
- from using edge here.
+ bzr lp-propose talks to Launchpad's edge servers, which are
+ deprecated[1] and may eventually be removed.  It ought to talk to lpnet
+ instead.
