I confirm this, it occurs right after login, and the behavior gets
normal after starting ANY application window (could be terminal or
anything which makes a change in the launcher state)

  when I start ubuntu the shortcut SUPER+1...9 doesn't work, but after
  rening Terminal with CTRL-ALT-T the bug disappear
