Starttls is abandoned (last version 0.10 is from 2004). Debian has dropped it in 2010 (http://packages.qa.debian.org/s/starttls/news/20100627T095259Z.html)
According to http://www.gnu.org/software/emacs/manual/html_node/smtpmail/Authentication.html, you can get TLS working inside gnus using package gnutls-cli. It is actually the recommended tool on that page over starttls.
