I just updated and rebooted my system, and the issue seems to persist.
However, it seems to be related to upper/lower monitors, not
primary/secondary monitors.  When two monitors are configured as
upper/lower, dragging the window to the far right on the lower monitor
causes it to maximize on the upper monitor.
