Public bug reported:

Binary package hint: ubuntu-desktop

On a default feisty install, the bluetooth stack is installed but is
useless to new users because it is impossible to do the pairing in a
simple manner. Installing bluez-gnome fixes it but new user should not
be required to manually install this package. Bluez-gnome makes a
bluetooth applet appear on the panel whenever there is a bluetooth
device connected.

** Affects: ubuntu-meta (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
