OK, debugged enough to know why this is happening, but fixing it might
be beyond me at the moment (or at least, take me so much longer than a
unity dev that it's not worth it).

Unity is providing a drag source URI of e.g.
"application://firefox.desktop".  But the sessions dialog is expecting
"file:///usr/share/applications/firefox.desktop"

So I believe that Unity can provide both versions of the URI (with
different mimetypes) and thus targets can take whichever they support?
A unity dev could tell whether it's important that the application:
version be provided.
