The root filesystem should not always be formatted. Choosing not to
allows the user to install over top of their existing installation
preserving /home, /usr/local, /var/local, etc.
I suspect the message you saw was the one that warns you about the
directories it's going to remove; however, if the installer did
completely crash and did not let you proceed past that point, please
feel free to reopen this bug.
