Not a bug in apport. It needs a valid package name to file a bug, and libnss 
doesn't exist:
$ apt-cache policy libnss
N: Unable to locate package libnss

A quick search for libnss in the archive turned up:
libnss-db libnss-ldap libnss-mdns libnss3 libnss3-1d libnss3-dbg libnss3-dev 
libnss-extrausers libnss-ldapd libnss-lwres libnss- myhostname libnss-mysql 
libnss-mysql-bg libnss-pgsql2 libnss-rainbow2 libnss-rsbac2 libnss-sss 
libnss3-tools libnss3-1d-dbg libnss3-0d

so you probably want to file your bug against one of those.

I'm removing this from apport, someone please reassign this to the right
package.
