Acquire::http::Proxy "false"; in /etc/apt/apt.conf is incompatible with a mirror running a httpd accelerator. The mirror cl.archive.ubuntu.com / cl.releases.ubuntu.com is configured as a reverse proxy to be able to limit the band width of .iso files. To reproduce the error use cl.archive.ubuntu.com as your apt source. Running 'apt-get update' will give errors, ..... Err http://cl.archive.ubuntu.com dapper/main Packages 403 Forbidden .....
