When this happens to me, there's a kded process hanging around after I
log out. If I switch to a TTY and kill -9 the process, NetworkManager
works as expected on the next login. Since I've done this a few times,
it seems to have gotten the hint and I haven't been able to reproduce
the problem in the past few days.
