I've upgraded to Natty and the problem persists for me too. I'm using
Gnome rather than Unity.

I realized that my original description is off--I described it as
selecting the center as the starting point, but it actually it starts up
with all regions selected EXCEPT the center. This means that a tiny
portion of the center of the touchpad can be used for moving the pointer
while most of the mousepad initiates circular scrolling.
