Public bug reported:

Binary package hint: unity

In old unity (that uses metacity), once you vertically maximizes the
window, the title bar (where is title of the application, close,
minimaze, maximize buttons) moved to the upper panel to global menu. In
new unity (that uses compiz) this does not happens, and It should
happened, because it at least save space on widescreen monitors, that
are now pretty much common. The window is maximized (partialy), so there
is no need to move windows. Also it makes UI inconsistent.
