I guess this bug can also be reproduced on one monitor:

1) set launcher hide mode to "never"
2) in workspace 1 open chromium fullscreen
3) in workspace 2 (right of workspace 1) open a terminal
4) drag terminal to right edge of screen to have it semi-maximized
5) now click chromium on launcher
6) now click terminal on launcher

Result: the terminal will overlap the unity launcher on workspace 1 even
though the terminal window should fill the right half of workspace 2 and
only that.
