I am also having this problem, only it can be recreated on my machine by switching to another user session, then coming back to the original. Sometimes only the launcher gets messed up, and sometimes the whole launcher and panels are affected.
I have created a screencast so that you can see what happens. In the video, I switch to another account, then come back. When I return, the panel shows up in a garbled mess. If you need me to paste in the output of a command, please let me know.
