Ok, I can't reproduce this myself with a recent Ubuntu install, and a
brand new user account. All the mentioned gsettings keys are set to
false.

Digging through the code that manages the sound menu, the preferences
are not being called via any mechanism that uses desktop files, i.e the
preferences window is literally being run as a command. Why this bug
occurs when sound preferences is open, I really don't know.

So unless I can find a way to reproduce this, or something similar with
the same outcome, I am not sure whether I will be able to remove the
above mentioned file in a stable update, since I need to present a
reliable way to reproduce the bug.
