Ok, I can't reproduce this myself with a recent Ubuntu install, and a brand new user account. All the mentioned gsettings keys are set to false.
Digging through the code that manages the sound menu, the preferences are not being called via any mechanism that uses desktop files, i.e the preferences window is literally being run as a command. Why this bug occurs when sound preferences is open, I really don't know.
