Public bug reported:

When using "Gnome classic" with a bottom panel, the overlay scrollbar for 
horizontal scrolling in maximized windows is not visible (it is hidden under 
the panel if the scrollbar is at the very bottom, some pixels above the panel).
Attachment shows nautilus with the described problem.
Solution: The overlay scrollbar has to be inside, as the vertical one.
