It looks like grub is being installed on the first found hard drive even if it was originally on the second one.
I was able to reproduce this issue with the following VM (libvirt) setup: /dev/sda - unpartitioned hard drive, ide bus /dev/sdb - msdos label, ide bus containing Ubuntu Lucid 10.04.1 installation.
