SUCCESS! Thanks to everyone who reported and worked on this bug. (hopefully a more permanent fix makes it into the next kernel version)
For future reference, the 'pci=nocrs' can be entered on the 'kernel' line in your boot loader. In my case i have GRUB2 (1.98?). Simply hit ESC key when grub loads, and add 'pci=nocrs' (without quotes) to the end of the 'linux' line. (Most documentation i found says kernel, mine said linux and then the kernel version etc...) then CTR-X to boot.
