Following email to bugsquad from eapache: this is fixed on Natty:
changelog shows the fix on 1.1.1-1:

libpcap (1.1.1-1) unstable; urgency=low

  * New upstream release (closes: #576002):
    + No changes to existing API/ABI; no new symbols.
    + Uses the new path to usbmon in /sys (closes: #570455).
    + Updates USB packet header definition (closes: #571028).
    + pcap_loop() handles device removal gracefully again
      (closes: #520393).
    + pcap-config no longer outputs an extra space after -L
      (closes: #567570).
  * debian/patches/10_install.diff: Dropped, merged upstream.
  * debian/patches/20-fix-any-intf.diff: Ditto.
  * debian/patches/20-fix-rename-usbmon.diff: Ditto.
  * debian/control: Set Standards-Version to 3.8.4.

But Lucid suffers from it, being at 1.0.0-6.
