I think what seems to be very clear from all of these reports is that
the message complaining about ubuntu-minimal is very generic and can
have multiple causes.

It is unfortunate that all the problems showing the same symptom have
been lumped under the one bug, when the causes of these issues can vary
considerably.

Which suggests to me maybe the error itself is insufficient and doesn't
help diagnose the cause of the problem.

Just briefly, here are some reasons I have noticed from this report:

* upgrade process commented out sources entries because it considered
them 3rd party sources; upgrades should no supported from unofficial
mirrors as well as official mirrors (e.g. use with local approx server).
Under some circumstances they do work fine in fact, but the criteria is
broken.

* proxy server mis-configured.

* overloaded mirror.

* ubuntu-minimal, ubuntu-netbook and ubuntu installed at the same time
(why should this matter?)

There might be other reasons I have missed.
