I get exactly the same problem on my machine, usually after i play around with the Compiz settings.
Only way to get the menu bar back is to log out and log back in again. Locking/unlocking the screen, starting/stopping the screensaver, suspending/resuming the machine all does not work. The menubar is perfectly functional (can interact with menus, etc), just the bar is unreadable.
