Public bug reported:

Binary package hint: virt-manager

When virt-manager starts it automatically connects to remote libvirt server
called fridge.
The main window shows the connections but the indicator applet continues
showing the fridge (QEMU) host as disabled therefore it is not possible to
start or shutdown (or do anything else) with the virtual machines using that
menu.
