Did some fiddling around, it seems to be an issue with a file lock in the ~/.pulse directory. Deleting this directory and doing pulseaudio --start allowed me to access the Sound Preferences menu and change volume by fn f11/fn f12, along with mute with fn f10, however, the sound bar in the notifications applet shows "Label Empty" and an unusable volume adjustment bar.
