Ubuntu 9.04 updated to newest packages.

Reopened the bug because it also applies to a samba issue. Samba
'testparm' complains:

rlimit_max: rlimit_max (1024) below minimum Windows limit (16384)

Adding the line:

* - nofile 16384

to limits.conf has no effect after reboot!

I don't know whether this is reproducible in Lucid or not, but I
suppose, it is not, because for instance jackctrl writes directly into
/etc/services/...../audio.conf and thus overrides limits.conf and I
assume other applications will use the same mechanism
